In kicking his top priorities to Congress, President Trump is setting the phase — intentionally or non — for weeks of messy horse-trading that may culminate inwards a year-end standoff to avoid about other authorities shutdown.

Trump is betting he tin pressure level Congress into breaking its gridlock too squash about concessions from Democrats.
